Adoption of the 2024 Idaho State Plumbing Code

In February 2024, the Idaho State Plumbing Board discussed adopting the 2024 ISPC, based on the 2024 Uniform Plumbing Code (UPC). This move aims to align Idaho’s plumbing standards with the latest industry practices. The adoption process includes reviewing proposed amendments and encouraging industry feedback.

Key Changes in the 2024 ISPC

1. Enhanced Gas Pressure Testing

The HVAC Board is considering updating gas pressure testing requirements, potentially moving from a 20-pound to a 60-pound test. This change aims to standardize testing procedures across plumbing and HVAC systems. 

2. Streamlined Inspection Types

To improve efficiency, the Division of Occupational and Professional Licenses (DOPL) recommends consolidating inspection types in its OASIS system. Proposed categories include Final, Groundwork, Rough-In, Sewer & Water, Water Heater Replacement, Requested Inspection, and Gas Pressure. 

3. Updated Examination Process

Starting January 1, 2024, Idaho transitioned to using PSI for administering plumbing exams, replacing the previous testing agency. This change provides more testing locations statewide and updates exam content to reflect the new ISPC.

 

Local Amendments in Boise

Boise has implemented specific amendments to the ISPC to address local concerns:

  • Criminal Penalties and Noncompliance: Violations of the plumbing code can result in misdemeanors, with fines up to $1,000 or imprisonment for up to 180 days. Alternatively, infractions may be issued with a $300 fine.
  • Stop Work Orders: The city has clarified procedures for issuing stop work orders when plumbing work violates code provisions.
